Secretary Ivan John E. Uy is a renowned leader in digital governance, law, and public service. As Secretary of the DICT (2022–2025), he led transformative initiatives in cybersecurity, e-governance, and digital infrastructure, including the launch of the Philippines’ first eGovApp, which earned UN recognition. A Fulbright-Hubert Humphrey Fellow and UP Law graduate, he previously served as Chair of the CICT, spearheading reforms in telecom, data privacy, and BPO growth—helping the Philippines overtake India in call center services. In the judiciary, he introduced ICT-based reforms that curbed inefficiencies and corruption. Under his DICT leadership, the country advanced in cybersecurity rankings, launched the digital National ID for 85 million citizens, and emerged as a global contributor to AI policy.
